On July 3, YL Automobile was honored to be represented at the Rwandan Embassy in Beijing for the commemoration of Rwanda's Liberation Day. The occasion brought together an distinguished assembly of diplomatic corps, including various foreign envoys and Chinese officials, among them Mr. Liu Xianfa, China's Special Representative for African Affairs—a diplomat whose extensive service as Consul General in Lagos, Nigeria, and Ambassador to Kenya speaks to a deep and enduring engagement with the African continent.

The highlight of the evening was a meeting with H.E. Ambassador James Kimonyo, during which YL Automobile had the opportunity to present its expanding operations across Africa and its particular interest in supporting Rwanda's ambitious transition to electric mobility. The country's updated climate action plan, the third-generation Nationally Determined Contribution (NDC 3.0), approved in late 2025, aims to reduce greenhouse gas emissions by 53% by 2035. The transport sector, which currently accounts for 57% of energy-related emissions, stands at the heart of this transformation.

The policy framework is both ambitious and actionable. Rwanda has set a target for 70% of new vehicle registrations to be electric by 2035, up from just 15% in 2021. Since July 2025, electric vehicles have enjoyed full tax exemptions covering VAT, customs duties, excise duties, and withholding taxes—a substantial incentive that makes quality EVs increasingly accessible. More recently, an April 2026 directive mandates that all government institutions ensure at least 30% of procured vehicles are fully electric. These are not aspirational targets; they are binding regulations that signal clear and present demand.

The Road Ahead

Rwanda's Liberation Day celebration served as a reminder of the deeper currents that connect YL Automobile's commercial mission to broader development aspirations. Ambassador Kimonyo has consistently emphasized Rwanda's openness to foreign investment and its welcoming posture toward Chinese partners who share the country's development goals.

The presence of Mr. Liu Xianfa, China's Special Representative for African Affairs, further underscored the strategic importance of China-Africa cooperation—a framework within which YL Automobile operates with both commercial purpose and a sense of shared responsibility.

As Rwanda moves decisively toward its green mobility targets—with projections of annual savings of Rwf 20 billion on oil imports through electrification—YL Automobile is positioned to be a key enabler of that transition.
